Conditions Consistent with the Operating Schedule.
1. The trading hours of the premises for the sale of alcohol must be 11.00 to 20.00 hours Monday to Saturday.
2. All alcohol containers (eg. bottles/cans/cartons) before going on display, must be uniquely marked with indelible ink before being offered for sale with the letter 'PS'
3. All alcohol or alcohol containers containing over 10% alcoholic volume (excluding wine), must be displayed/stored behind the counter.
4. The premises must operate a 'Challenge 25' proof of age policy and signage to this effect must be prominently displayed within the premises. Persons who appear to be under the age of 25 must produce for thorough scrutiny by staff, proof of age before being supplied alcohol. Only a passport, photo-card driving licence or proof of age card bearing the official 'PASS' accreditation hologram should be accepted as proof of age.
5. Management and staff must use their best endeavours to prevent persons loitering outside the premises and must ensure that persons refused entry or ejected are asked to leave the vicinity of the premises.
6. The premises must operate an effective CCTV system which is to be maintained in good working order at all times that the premises is open for business. The recording medium must be retained and securely stored for a minimum of 28 days and must be made available to the Police / Authorised officers of the licensing authority upon request. The premises licence holder must provide the police with the contact details of at least two members of staff (or other person(s)) who are trained and familiar with the operation of the equipment so that, at the expense of the premise licence holder, they are able to check that the equipment is operating properly and that they are able to provide copies of the recorded data upon request and within no more than 12 hours from the time of request. The premises licence holder or DPS must notify the licensing office or the police in the event of CCTV breakdown or failure as soon as reasonably practicable.
On an annual basis, the premise licence holder or DPS must notify the licensing office in writing that the CCTV system has been checked, maintained to any recognised specification and is in working order. An action plan must be agreed to rectify any recorded malfunction or planned alterations.
7. Staff training must take place on the Licensing Act and licensing objectives every 6 months and a written record of this training must be maintained and available to the police and an authorised officer of the council for inspection on request.
8. The premises must maintain a refusals book to record the time, date and the description of the person attempting to purchase alcohol / cigarettes and the reason why the refusal was made. This book must be available to the police / authorised officer of the Licensing Authority upon request.
